The Intellectual Property Rights Protection System in China

China has become the powerhouse of manufacturing in the world. Its fast growing economy has attracted many companies around the world to invest in China, taking advantages of the rising economy and the high skill set of its labor force. In addition to the manufacturing sector, corporations of many sizes are investing in software development, R&D and many other industries. However, the horror stories of intellectual property right violations in China reported in the press have scared many of us. This raises the concerns of many companies in the Silicon Valley, large and small, about the current availability of intellectual property rights protection in China.

SVCWireless proudly presents a special forum that will address these important legal issues in China. A group of legal professionals and experts from China will be coming to the Bay Area and share their insiders' perspectives on the intellectual property protection in China. This group of legal experts consists of agency representatives from central and local governments, lawyers, and legal professors from the university. This is the night you do not want to miss. Moderator:

Ms. Elizabeth Chien-Hale
Institute for Intellectual Property in Asia
Ms. Chien-Hale started her career as an engineer with B.S.M.E. and M.A. in computational linguistics from UC Berkeley. She also has a J.D. from the University of Hawaii and LL.M. from the Georgetown University Law Center. Ms. Chien-Hale is a U.S. patent attorney specializing in patent and other forms of intellectual property protection in the United States and the Chinese-speaking parts of the world, including Taiwan, Hong Kong, and China. She is also the founder of an information-based non-profit organization Institute for Intellectual Property in Asia. As a patent attorney, she has drafted and prosecuted patent applications in a variety of arts, with a special emphasis on telecommunication.

Speakers:

Ms. Xiaomei Shi is a Patent attorney, and a Director of the Board at Trademark Agent. She also serves as a Senior Counsel of China Patent Agent (H.K.) Ltd.

Ms. Shi received her B.S. in Engineering Physics from Tsinghua University in 1970. Afterwards, she worked as an engineer at the Beijing Municipal Bureau of Standardization and Metrology and as the Deputy Director of the Length Laboratory.

Ms. Shi started her career in the IP field at CCPIT in 1981. She received her further training in patent law and practices with law firms in Chicago and in Washington D.C. from 1985 to 1986. Ms. Shi is the Executive Council Member of the China Intellectual Property Society.

Ms. Qingfen Hao, is a patent attorney, and serves as the Chairperson of Dragon International Patent Office and the CEO of Dragon International Patent Tokyo Office.

Ms. Hao received her B.S. in Aeronautic Engineering from Harbin Engineering institute. and her M.S. in information Science from China Science and Technology University. After eight years working as an electrical engineer in Wuchang Ship Building Factory, she started to work at CSIPO as a senior patent examiner, Chief of Classification Division, and Director of Examination Department. She was one of the earliest members of CSIPO to participate in the drafting of the first PRC Patent Law.

Ms. Shi and Ms. Hao will present their views on how intellectual property rights are enforced, and how claims are interpreted in patent trials, in China.
